What would make a throttle position sensor read low voltage?

I have already changed the throttle position sensor, the mass airflow sensor and all of the oxygen sensors. The vehicle has a hesitation and it also seems to effect the shifting? This is on a 2000 Chevy Blazer?

With all due respect, instead of replacing all of these parts on a hunch, the sensors can be read in real time on this vehicle, the fuel pressure is easily tested and finding the real problem is considerably less expensive than randomly replacing parts.
